Kentucky's Travesty - Why hasn't Keith Whitley been inducted into Ky's Music Hall of Fame?

Keith Whitley, one of country music's greatest artists and one of Kentucky's own, has yet to receive the honor of being inducted into Kentucky's Music Hall of Fame.
